Is TOEFL required to get transferred from one university to another?

I'm an international student attending a university in Kentucky with Broadcasting Electronical Media major. I want to move to Virginia. Do I need to take TOEFL test to get transferred? I'm a resident.

Whether you require TOEFL or not depends on university you’ve selected to transfer in. However, most of the universities require TOEFL if you are from non-English speaking nation and haven’t studied English as major subject in your High school. Some universities accept transfer students without TOEFL and offer an intensive English language program. Some are even found to take English language test before admitting students into their university to check whether students meet minimum requirement of English language.
