Question Description
I need a conditional admission acceptance for PhD in Business Administration program. Can international students obtain conditional acceptances without taking TOEFL or GMAT? If possible, please provide me the list of the universities which offer it.
Answer

First of all, GMAT isnít required for a PhD level. However, if the Masterís level in your country isnít recognized by the university in USA where youíre planning to apply, you may be asked to repeat your Masterís level there. In that case, you will be asked to take a GMAT test, and there can be no exception.

In case of TOEFL, most university can waive this requirement if you had completed your graduate level in a school that is accredited in the United States. Universities, usually, do not offer any conditional admission to incoming Doctorate students.
