Are state universities in USA really cheap?

I want to get some information regarding fees at state universities in USA. I came to know state universities are cheaper options for international students, is this information valid? Will studying at such cheap universities be good enough to earn a degree?
State universities are supported by government. They may be directly or indirectly funded by the federal government. All the states in USA have at lease one state university with the name of a state itself. Since, state universities are public and government financed, they are cheap in compare to other private universities. Fees at private universities may be as high as $50,000 but at state universities – tuition and living costs both come under $25,000. But this may not be true all the time. In some cases, fees may be higher depending upon a reputation of a university and part of costs covered by a government aid. However, you can be assured that state universities are cheaper than private universities having comparable reputation, services, facilities, and recognition.
