I want to know about universities and colleges that accept international students without TOEFL into their program.
Answer

I don't think there are any university which accept international students, who don't have good command over English, into their educational programs. Regarding TOEFL, if you don't have taken TOEFL test, but you feel that you have good command in English, the universities can waive your English language requirements upon showing evidence that you are good in English. Otherwise, in order to study in English medium in the English speaking countries, you must have good command in English even to understand your studies effectively.

However, there are some universities in USA which offer conditional admission to international students who do not have TOEFL scores.
