Studying MBBS in NUS Singapore

My brother is completing his 12th standard by March- April 2011, from Abudhabi, UAE. We would like him to study MBBS in NUS Singapore. I wanted to know few details.
Is the course offered in English?
How long is the duration of the course?
When is the time to apply for the course?
What are the criterias for applying?
Does he need to write any exams to study there?
Can he get any scholarship for his studies?
Is it possible for him to do his masters there?
Is there Cardiology, Neurology specialization?
Is the course Certificate valid in India, UK, and USA?
The undergraduate medical programme is a five-year course leading to the degrees of Bachelor of Medicine and Bachelor of Surgery (M.B.,B.S.). You need minimum 80% and Above in 12th Standard. Total tuition fee for studying MBBS at NUS Singapore as an international student is SG $115,550.
