Can students work while studying in Singapore?

Question Description
Are international students allowed to work in Singapore when they're enrolled as full-time student in Singaporean university? If they are allowed to work, how much can they work weekly?

International students are allowed to work in Singapore if they are full-time student in Singaporean institution. Currently, international students are allowed to work up to 16 hours per week during semester. However, students can work full time during vacations. To work as an international student in Singapore, students will have to obtain a work-permit from Singaporean authorities.

I think the full-time students aren't allowed to work in Singapore.
