I don’t think Louisiana Tech University recognizes IELTS. About one year ago I had contacted them and they had said they don’t accept IELTS. Even today I don’t see their name at US universities IELTS recognition list so I think they don’t accept IELTS even today. However, you may confirm by contacting them.
