Please, I want the list of universities and colleges in Canada and Holland that doesnít require advance school fees, application fee, TOEFL/SAT before admitting international students.
Answer

It is impossible to find a college or university you are looking for. All universities will either require advance fee payment or TOEFL/SAT or an application fee.

However, these universities may be useful because they donít require application fee for some programs:

In Holland:

Vrije Universiteit Amsterdam
