Which level do you want to enroll into? The program and level you choose may have different TOEFL iBT score requirement for admission. However, Iíll try to give you some universities which have quite lower score as their pre-requisites for any level and course.

Here are the universities:

Minnesota State University, Mankato
University of Wisconsin, La Crosse
California State University, Fullerton
University of New Heaven
Fort Hays State University
Missouri State University
Arizona State University
Morehead State University
Portland State University

These are some universities in USA which required TOEFL score below 75 for admission. But requirement for different departments may be higher.

I suggest you to visit the respective university website and look at admission page to find out the exact score you require for admission.
