Universities in New York City without TOEFL or IELTS

Is there any university in NYC, USA where I can get admission without taking TOEFL or IELTS test? Iíll take placement test when I arrive in New York City. If yes, please give me their names.
May be there are some universities in New York City which accepts international students without TOEFL or IELTS score. But the chance of finding such universities in the U.S.A is very low. Even if you find such universities, they will not offer you full admission. Instead, they will offer you the conditional admission. They will ask you to take necessary English courses before you join your regular course in their university. Actually, accepting such a conditional admission is more costly than taking TOEFL in your home country. If your primary intention is to study in the USA, then searching for such universities is useless, as none of the best valued, academically reputed universities will accept international students, who do not have good command in English.
Also, from the visa point of view, it will be very difficult for you to get a US visa without TOEFL or IELTS score. The consular will not be satisfied with the preparation you made to study in the US. Generally, the consular officers have presumptions that those who do not have TOEFL or IELTS score do not have clear intention and goal to study in USA. So, my suggestion to you is not to search for universities in New York City without TOEFL or IELTS. Instead, prepare for the test, appear for the test, secure good score, and then apply to the good university which suits you best. You will have benefit from academic, economic, and visa perspective if you follow my suggestion.
