I am searching for the same but have not found even one till now. I have found some universities which accept international students without TOEFL but they only offer condition admissions. Such offers include attending English language classes before joining the regular program classes. The separate tuition fee is applicable in most of such classes. After searching for this long time, I concluded that taking TOEFL test is cheaper than taking language classes in university. Also, from the visa perspective, I heard that the acceptance rate in the Embassy for those who do not have TOEFL score is almost nil.

If you find any universities which accept international student without TOEFL or IELTS score, give it to me too.
