Best Universities for MS in Electronics and Communications with Low Tuition Fees

Question Description
My 8th and final semester result for B. Tech ECE will be out online in September 2011. Can I apply for the admission in MS for the Fall 2011 session. I will take my GRE and TOEFL tests accordingly. How much will the estimated expenses be for MS in Electronics & Communications at a good university in USA? Please also suggest some good universities with low expenses and high ranking.
