Universities in USA for ME in Electrical Engineering which offer Scholarships

Question Description
I am an international student. My B. Eng CGPA is 2.8 in last two years. Can I join any university in USA for ME in Electrical Engineering with scholarships? Please give me the list of universities which will accept my grades.

Most of the universities offer scholarships and financial aid to international students on the basis of either their academic merits or financial necessities. I guess you want to apply for the scholarship on the basis of your academic merits, but I don't think 2.8 CGPA is good enough to get a scholarship in reputed engineering schools. However, that doesn't mean you cannot get any scholarship.

Scholarships aren't offered only to the students with excellent academic performances in earlier level of studies; instead, they are also offered to students who score high in GRE. Additionally, it also depends on who write recommendation letters for you. If you are able to find some influential personnel to write recommendation letters for you, you have higher chances of getting scholarships. These days, most universities also award scholarships looking at the first year academic performance of the student in their institution.
