Can I obtain a visa if I was previously rejected?

I had applied for US visa to attend 3 days conference. At that time, I was rejected at the embassy of US. The Embassy officer said it wasnít necessary to go for a 3 days conference in US. In 2005, I applied for UK visa but got rejected due to insufficient funds to pay for my studies.
Will I be able to obtain a US visa if I apply now?
It is quite long since you were rejected for UK visa. You said you didnít have enough funds to study in UK at that time but do you have enough funds to study in USA now? If you have, you have lesser possibility of getting refused for this reason. But remember, there are several factors that play role in visa approval like your achievements in previous studies, your willingness to study, value of your chosen course, and more. Get well prepared for interview with all genuine documents then you may be granted a visa.
