Can I apply for Spanish visa from Dubai if I have an Indian passport?

I, the undersigned, am a holder of Indian passport, working in Dubai as a professional architect for the past 15 months, holding a UAE work permit.
I had applied to an institute in Barcelona, Spain, called the IAAC (Institut d'Arquitectura Avançada de Catalunya) for this year's post graduation course starting on 01 Oct 2008, and I am glad to have received a confirmation from the institute regarding my admission. The course duration is for one year ending in Aug 2009.
I would now like to make an application for the Spanish 'student' visa and may I therefore request you to kindly let me know if I can submit the application in the Abu Dhabi Consulate.
Up to my knowledge, you are not allowed to apply for Spanish student visa at Spanish Embassy in Abu Dhabi because Indian applications aren’t with in jurisdiction of Abu Dhabi consulate office.
However you better confirm this matter by contacting the Spanish Embassy in Abu Dhabi.
