It is absolutely possible to obtain a US student visa without TOEFL. For that, however, you have to find a school that will accept you for admission without TOEFL. Some universities offer conditional admission to international students by offering them to join an ESL program. In ESL program, students learn the English and take the test. If students score satisfactory grade in their test of English language proficiency, their conditional admission is converted into full admission, otherwise, they’ll require to continue their ESL program unless they score sufficient grade in the test.

Since getting admission in any school alone is not sufficient to obtain a student visa, you must display your knowledge in English language during your visa interview by dealing with the questions asked in English smoothly. The consular officer seeks an ability in students to sustain an American college, which is impossible without fluency in English. So, it’s suggested that students take TOEFL before appearing for an interview, but it isn’t compulsorily required, as there are many students who have been successful in obtain an F-1 visa without taking TOEFL.
