What is a Tier 4 visa system for UK?

I heard that the United Kingdom (UK) has implemented new visa system for students since April 2009 and it is called Tier 4 study visa system. What is Tier 4 visa system actually? How easy is it to obtain a visa on this system?

Tier 4 visa system is a point based visa system for students implemented after March 31, 2009. This system for granting a student visa replaces the prior visa system for UK. This visa system has increased the responsibility of the institution that accepts you for admission. After you apply for admission into any university with all the required documents, it will issue you a visa letter. All the information contained on a visa letter must be correct. If they are, you’ll get 30 points. Similarly, you need to have sufficient fund to sponsor your studies and living in the UK for one year period. If you can show sufficient fund by the means of bank balance, you’ll get 10 points. The total point required to obtain a visa in fourth tier system is 40. Therefore, once you have a visa letter and enough funds to finance your studies and living for one year, you may apply for a visa. After you have 40 points, it is almost guaranteed that you’ll get a visa. After the new visa system has been implemented, the number of successful applications for UK study visa has grown rapidly so we can assume that it is quite easy to obtain a visa under this system.
