Can I get student visa of UK without IELTS/TOEFL?

Question Description
I am planning to apply in private college of UK which does not require IELTS/TOEFL score for admission. Will there be any problem in getting student visa of UK if I do not have TOEFL or IELTS score.

In order to get student visa of UK, all international students whose first language is not English (including Indian students) will need to demonstrate that they already have the required level of English language competence to apply for a student visa through an approved test. TOEFL and IELTS are also among those approved test.

UK Border Agency, an agency which is responsible to issue or deny visa to international students have their own policy on issuing visa to international students. As per this policy, all colleges or institutions enrolling international students under Tier 4 (General) Student will need to assess their students' level of English language competence as part of the college's academic assessment of the student's ability to follow a particular course in their college.

If the college is enrolling international student on their offered courses which is equal to National Qualification Framework (NQF) level 5, the college must ensure that the student is competent in English language at a minimum of Common European Framework of Reference (CEFR) level B1 which is equivalent to IELTS 4.5 or TOEFL 50 score before issuing them Confirmation of Acceptance (CoA) for studies and they must also include such information about approved English language test in the Confirmation of Acceptance of Studies.

The college do not need to assess students' competence in English language to level B1 if the student is going to study a pre-sessional English course before his/her degree course.

It means that international student must submit evidential document that they meet minimum English language requirement to study in UK or they need to get admitted for the pre-sessional English language courses before attending the regular courses in order to get student visa of UK.
